There have been speculations over the transfer of a principal secretary (PS) after the retirement of a woman head of the state administration. The PS is holding an important position that many officers have set their eyes on. Whenever the next transfer list is released, the PS’s place of posting will be changed. This time, when the transfer list was issued, it was expected that he would be transferred, but he is safe for now. This officer was posted on the recommendations of the madam, who is now retired. The Sahib’s image is that of a negative officer. The files sent to him are barely returned. The higher-ups in the government are not happy with him, but every time the government wants to transfer him, something happens, and his transfer stops. There are reports that an officer was trying for a transfer to this department. He has lobbied for it. But the Bade Sahib is opposed to shifting the PS now. Thus, despite pulls and pressures, the PS has stuck to his position.
Wishing transfer
It generally happens in the government departments that the officials make efforts for a plum posting. But a secretary-level officer wants to give up on a plum post. Money comes through underhand deals to the department where the secretary-rank officer is posted, but the officer wants to get a posting in any other department. In the department where the Sahib is working, decisions are taken only on the recommendations of the higher-ups. The Sahib only puts his signature on the files. The work is such that he faces the anger of the top bosses. The officer wanted the government to take some important decisions during his posting in the department and made efforts for it. Yet for certain reasons, his efforts fell through. In these circumstances, the officer thinks it is better to get out of this department than get entangled in any dispute. The secretary is trying to get posted to another department through a powerful officer. He wants to go to some department where he can breathe in fresh air.

There are many officers who want their transfer to a particular district. The situation has come to such a pass that the district can be compared with a bride who has many suitors. The officers expect the collector of the district may be shifted by month-end. In this situation, several officers are trying to get posted to this district. At present, two collectors posted in districts are pulling out all the stops for transfer to this important place. Besides, a collector posted in the district adjacent to this place and other officer working in the district dominated by the tribal people are making efforts to get posted to the important district. Other than these officers, some of their counterparts posted in the state capital wish to go to this place. Some officers are trying to get posted to the district through some senior officers, and some are trying to achieve the goal through politicians. This is the district where most of the IAS officers want to go as a collector. There is a saying that if an officer is posted in this district, his way to joining better places becomes clear. Against this backdrop, there are murmurs in the corridors of power that the present collector may remain in the district for some time more.
On faster pace
In the present government, it happened for the first time that a decision on the transfer of an IAS officer on the recommendations of a minister had been taken so fast. A minister complained to the head of state about a secretary of his department. The issue about which the minister complained enraged the head of state. In the evening of the same day the complaint was made, the secretary was shifted to the loop line so that he may realise he has been punished. The transfer of the secretary encouraged another minister who complained to the head of state about the secretary of his department. The minister thought after his complaint the secretary would be transferred. The head of state, who listened to the minister’s complaint, did not give him any assurance. When the transfer list was out, it did not contain the name of the secretary against whom the minister had complained. Ergo, the minister is supposed to maintain good relations with the secretary until the officer is shifted.
The return
A senior officer wants to return to the state capital. After his wife went on deputation, the government transferred him to Delhi. But the Sahib created so many problems in the department in Delhi that he had to be shifted from there. The Sahib was posted in a city near the national capital. He has been given the charge of a department in Bhopal so that he may keep the government bungalow allotted to him. But he is not happy with his present place of posting. The officer wants posting in any place in Bhopal. The Sahib expressed his desire to the head of administration. The problem is who should be sent to the department functioning under the Sahib. The government is also mulling over the department where he may be posted. But the officer has never maintained good relations with anyone. He has always created problems for those who work with him. But the government is sympathetically considering his case for transfer because of some family problems.
Waiting for transfer
A senior IAS officer expected his name to be on the transfer list. As the list did not contain his name, he thinks he must wait for his transfer for some time more. The higher-ups agreed to send the Sahib back to Mantralaya from the place he is working. An order was to be issued for his transfer, but as the higher-ups could not decide who they should send in his place, his name was not on the transfer list. Names of some officers were recommended for the place where the Sahib is working, but an important person was against those names. He advised the government to recommend the names of some other officers. In fact, the government does not want to relieve the officers whom the important person likes. Until there is a decision on the issue, the officer must stay in the department where he is working.
